    Summary:  The Belleville Oktoberfest will be held in downtown Belleville beginning on Friday, September 15, 2017. A Law Luncheon with the local Chief Judges has been planned for Friday afternoon, with proceeds to benefit the Belleville Exchange Club, Belleville Sister Cities and Belleville Shrine Club. Attorneys are invited to attend the luncheon which will also include a one-hour Ethics Seminar being presented by the Honorable Michael J. Reagan, Honorable Laura K. Grandy, Honorable Andrew J. Gleeson and Honorable David A. Hylla. Sponsors are also being sought to help offset the cost of the event.     This is a "Save the Date" notice that we plan on having our Summer Membership Meeting on July 20th at Bella Milano in O'Fallon, Illinois.  The tentative time is 5-8 p.m.  An official announcement will go out with sign-ups once we've finalized the details.  We anticipate that Judge Laura Grandy will present for 1.0 of anticipated CLE (approval pending) on material that she did not cover at the recent BASIL Seminar.  Dinner will be on us for BASIL members.  Come meet your new BASIL officers.

    Please be prepared to take extra time and travel safely to the seminar.  The BASIL Seminar Committee has been advised that due to the weather I-64 East of Fairview Heights may be experiencing a slow down tomorrow with long delays and potential lane closures.  

    Additional delays may be present west of Fairview Heights into Missouri for the same reasons.

    Chapter 13 Plan and Manual

    Monday, March 13, 2017

    The new chapter 13 plan becomes effective on April 1, 2017 and must be used in all cases filed on or after that date.  The new plan is on the forms page and  can be found here.   In cases that were filed before April 1, the same version of the plan that was in use when the case was filed should be used (for example, if an amended plan must be filed).

    The Chapter 13 Procedures Manual was also revised and becomes effective on April 1, 2017.  The revised Manual is on the forms page and can be found here.   A list of the pages/paragraphs that were revised can be found here.  

    Russell Simon, Chapter 13 Trustee, will be holding an instructional class on the new plan after court on March 20 in the East St. Louis courtroom and on March 22 in the Benton courtroom.  Chapter 13 practitioners are strongly encouraged to attend.

    This is a reminder to all BASIL members that the SDIL Chapter 13 Standing Trustee - Russell Simon is hosting a presentation on the new Chapter 13 Form Plan.  I have attached the text from the Trustee's Office about the presentation:

    "As you’re aware the Chapter 13 Plan Committee has completed a new proposed Chapter 13 Plan to incorporate the new proposed Bankruptcy Rule 3015.1. The Court is presently soliciting comments on its website. http://www.ilsb.uscourts.gov/news/notice-bar-comments-proposed-ch-13-plan

    In light of this, Trustee Simon will conduct a meeting/training session discussing the new proposed plan. The meeting/training session will occur immediately following court, in the court room on the following dates and locations:

    East St. Louis – Monday, March 20, 2017; and

    Benton – Wednesday, March 22, 2017

    Please take advantage of this opportunity to hear your Trustee’s perspective on the forthcoming Chapter 13 Plan.
